It is naturally occurring dirt which is comprised of organic decaying matter. While loam is more of a commercial mixture of sand, clay and silt. This is considered to be the best topsoil because the natural mixture allows water to be soaked, while also allowing the water to drain and air to circulate. Just remember that  while all loam is topsoil, not all topsoil is loam!
